(Have technological <br /> changes been considered?) <br /> <br /> The Family Violence Advisory Commission was one alternative that was attempted <br /> and ultimately deemed and unsuccessful segue. Technological changes are not <br /> applicable as the position requires establishing positive relationships and personal <br /> interactions with government and private agencies, community leaders and <br /> members of the public. <br /> <br /> 5. Why were manpower needs not planned through budgetary process? <br /> Support for the permanent position gradually became better defined and <br /> articulated by different people and agencies over the last year. In response, <br /> Resolution 303-07 affirmed Council members' commitment of a portion of their <br /> contingency funds to the new position with the understanding that the Prosecutor's <br /> Office would budget for the position in subsequent fiscal years. <br /> <br /> 6. List other rationale or pertinent statements and data: <br /> <br /> Interpersonal violence is an on-going problem and this position could influence <br /> positive changes. Throughout the state, there are murders almost every year that <br /> involve people in a relationship. Could those deaths have been prevented if the <br /> community were more concerned and aware of the issues? Was there something <br /> the criminal and civil systems could have done differently to protect children who <br /> were damaged by their parents? <br /> <br /> More in-depth review of the community's and system's responses is critical to <br /> improved safety. The Child and Domestic Violence Death Reviews preliminarily show <br /> that many of the murder victims and defendants had contact with criminal justice or <br /> civil restraining order systems prior to the homicides.
