REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: March 24, 2008 Re: Comm. 1042/Bi11255 <br /> PLACE: Councilroom <br /> Ben Franklin Building <br /> 333 Kilauea Avenue, 2id Floor <br /> Hilo, Hawaii <br /> TIME: 1:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill 255, reports as follows: <br /> Bi11255, transmitted via Communication 1042 from Mayor Harry Kim, dated February 13, 2008, <br /> presents a change of zone request by ARNOLD H. HARA and LILLIAN K. MURAKAMI at <br /> Waiakea Homesteads, South Hilo, Hawaii, TMK: 2-4-10:31. <br /> Bill 255 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District Classification <br /> from Single Family Residential - 15,000 square feet (RS-15) to Single Family Residential - <br /> 10,000 square feet (RS-10) at Waiakea, South Hilo, Hawaii. <br /> Communication 1042 reports that the IIawai`i County Planning Commission, as required by <br /> Chapter 4, Sec. 6-4.3(C), Hawaii County Charter, considered the above request on February 1, <br /> 2008. The Commission concurred with the Planning Director's reasons for recommending a <br /> favorable consideration of this matter. Communication No. 1042 transmits the following <br /> findings and recommendations: <br /> 1. The subject property is located on the west side of Kehaulani Street, approximately <br /> 470 feet north of the Kehaulani Street and West Kawailani Street intersection, Waiakea <br /> Homesteads, South Hilo, Hawaii <br /> <br /> 2. Applicants are requesting a change of zone from Single Family Residential - 15,000 <br /> square feet (RS-15) to a Single Family Residential - 10,000 square feet (RS-10) zoned <br /> district for a parcel of land consisting of approximately 22,200 square feet. <br /> <br /> 3. Applicant intends to subdivide the property into two lots. One lot, approximately 10,119 <br /> square feet in size, will retain the existing single-family dwelling, and the second lot, <br /> consisting of approximately 12,021 square feet, a new single-family dwelling will be <br /> constructed. <br /> <br /> 4. The cost of the project is estimated to be $200,000. <br /> <br /> 5. Access to the site is from Kehaulani Street, a County owned and maintained roadway <br /> with a 16-foot paved roadway within a 40-foot right-of-way. <br /> <br /> 6.
