Electricity and telephone services are available to the site, with fire service located within <br /> approximately 0.5 mile and the nearest police station located approximately 2.5 miles <br /> from the property. <br /> 8. The Planning Director recommended favorably on this request based on the following: <br /> • The change of zone request conforms to the goals, policies and standards of the <br /> General Plan Economic and Land Use elements. <br /> • The Land Use Pattern Allocation Guide (LUPAG) Map designates this area as Low <br /> Density Urban, which reflects uses Single-Pami]y Residential in character. <br /> • The change of zone request is not contrary to Chapter 205A, Hawaii Revised <br /> Statutes relating to Coastal Zone Management as the subject property is located more <br /> than two miles from the shoreline and will not be impacted by coastal hazard and <br /> beach erosion. <br /> There is no record of a designated public access to the shoreline or mountain areas <br /> that traverses the property and it is not anticipated that the proposed request will have <br /> any adverse impact on cultural or historical resources in the area. <br /> • One of the conditions included in the change of zone ordinance prohibits a second <br /> dwelling (`Ghana) unit and a Condominium Property Regime on each lot. Therefore, <br /> the proposed rezoning does not increase the potential number of houses, but gives <br /> applicants the option of subdividing the property into two lots. <br /> At the March 24, 200$ Planning Committee meeting, applicant's Planning Consultant Brian <br /> <br /> Nishimura presented a brief summary of applicant's proposal, explaining the change of zone <br /> <br /> request was to enable applicants to subdivide the property into two lots and allow construction of <br /> another single-Family dwelling on the second lot for Mrs. Murakami's daughter. <br /> Council Member Jacobson made note of the Condition that restricts construction of a second <br /> dwelling or Condominium Property Regime on each lot, and expressed support of the change of <br /> zone. <br /> Your Committee concurs with the Planning Commission and the Planning Director's favorable <br /> <br /> recommendation for approval of the change of zone request. <br /> <br />
