OVERVIEW OF PROGRAM SERVICE <br /> AND ORGANIZATIONAL DESCRIPTION (continued) <br /> <br /> B. History and Function of Applicant Organization <br /> <br /> The applicant organization is the County of Hawaii. Since this is a community-based project, the <br /> actual program will be administered by community organizations. Kokua Ka' u project is umbrella-ed <br /> by the Ka' a Learning Center, an educational 501(c)(3) non-profit founded in 1991 . Its mission is to <br /> provide educational opportunities for residents of Ka'u. Elizabeth Cole, Ed.D. is President of the <br /> Ka' u Learning Center; Charlene Hart is Secretary-Treasurer. Other board members include Leinaala <br /> Enos--Queen Lili' uokalani Children's Center; Carole Manoha--Na' alehu School; and Jonathan Cole. <br /> In the past, the Learning Center has umbrella-ed Na' alehu Main Street (DBEDT-CBED Strategic <br /> Planning Survey). Volcano Children's Circuc (Fooleilei Circus), Ka Ohana O Ka Lae (Alu Like <br /> summer workers), and He Kula Na Xlea Hawaii (Hula & the Arts Cultural Festival). The Learning <br /> Center founded the Ka' u Resource & Education Center in Pahala (adult ed classes by Hilo Commu- <br /> +'11'4 0 qnd umhrellas the Ka' u Connection. a free bi-monthly newsletter sent to over <br /> 2500 P O Boxes in Ka'u. Learning Center, which was established in 1991 to offer educational oppor- <br /> tunities to the residents of Ka'u. <br /> <br /> The collaboration among the County, the Ka' u Learning Center and the Ka' u Council is a pro- <br /> ductive one because the Ka'u Cuncil has, through its membership, participation in every aspect of <br /> community life. The Ka' u Council is an organization of organizations founded almost two years ago. <br /> Representatives from the 25 largest Ka' u-based organizations meet monthly to share information, <br /> address community concerns, and speak as one voice for Ka' u. Members of the remaining 35+ Ka 'u <br /> organizations are welcome to attend, the general public as well. The Ka' u Council has no individual <br /> members, no officers, and no board. Membership is granted to organizations, rather than to individu- <br /> als. The Council has six standing committees: Strategic Planning, Economic Development. Agricul- <br /> ture. Public Health & Safety, Legislation, and Education, and organizations belong to the committee <br /> thew area of expertise or interest is in. <br /> <br /> The Policv Prevention Board is a subcommittee of the Ka'u Council Education Committee. The <br /> role of the PPB will be to plan, monitor and evaluate program activities. Some of the members of the <br /> PPB have already participated in the risk study and approved the project design being submitted here. <br /> <br /> The criteria (version 3) lbr part I.C addresses information on the Policv Prevention Board <br /> (PPB); this is also included in part ILD of this proposal, as specified by the grant form. "The <br /> proposal pr(wides the following information on the Prevention Policy Board. a) a list of members <br /> with at least one under 21, one parent of an at-risk-youth; majortty are heads of organisations or <br /> high level senior managers: b) an assurance that the PPB generally reflects the racial, ethnic and <br /> cultural composition of the cornrnunitys,vouth comp(.sition; c) an assurance that the PPB receives <br /> " <br /> Input from the Coumy; d) the roles and responsibilities of the PPB are clearly delineated. <br />
