The service gaps that <br /> exist result from a lack of capital and equipment to anchor projects that will act as the attraction for the <br /> youths. <br /> <br /> There are three parts to a successful delinquency program: 1) you need a place to have your <br /> program: 2) you need people to be involved in operating the program; and 3) you need the material <br /> and equipment that acts as the anchor to the program. We have the first two; it's the third that is the <br /> subject of this grant proposal. <br /> <br /> <br /> C. Target Group <br /> <br /> <br /> You don't have to look very far for the target group of children because they're every where in <br /> ha U. Uue to the tx1leme ecollontiL, U1JLlw.l Ituw ....;fnrn„ty- <br /> across the three communities in regards to economic deprivation and late elementary academic failure. <br /> Addressing these risk factors is the most appropriate way to reduce juvenile delinquency in our com- <br /> munity. As a result, any of the youth that we can attract to these programs with our "carrots," are <br /> going to fall within the needs that the programs address. <br /> <br /> Specific target groups are-- <br /> <br /> Ocean View: the almost one-hundred youth who participate in Ka'u Kids. many of whom do not <br /> attend school. <br /> <br /> Pallala: the agricultural and vocied students at Kau High School, and the youth employed by Huliau <br /> O Ka Vs summer program. <br /> <br /> Na' alehu: Na' alehu School students during the school day, and Ka'u High students after school. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 7 <br />
