Murashige, Laura

From: T.McNut [curania@yahoo.com]
Sent: Sunday, March 23, 2008 10:46 PM 2008 MR 24 RM 11 33

To: counciltestimony@co.hawaii.hi.us
C-i_'i=. '.LI-- .r.
Subject: Monday, March 24, 2008 5:00 p.m.County Council r40UN1'. : C ''-4' 1y,^!1
I have a comment on # 11 of the budget this year. It is the West Hawai'i Regional Transfer & Sort
Station. We already have one in Kailua and putting one in Ocean View is redundant. Is $1,550.00 the
completed project funding? DEM says they will pay $550.00 to purchase land. This does not leave much
money for site and highway improvements, for the roadways in and out of the facility nor the equipment
and supplies needed to build and operate the facility. What about the cost for the trailers and the plants
needed to hide the station from the highway? What is the actual amount of money needed to put this
facility in? How much has DEM already spent? Are they going to nickel and dime us to death?
A facility this grand has no room for buffers. How will they hide the transfer station from the hundreds
of residents above it that will look down upon this elaborate facility? It is not topographically possible.
Who will protect Manuka Forest Reserve that is less than 1/3 mile away from Site 150-60, adjacent to
the parcels the DLNR does not approve of? We Environmentalists do not want it near the forest. The
transfer station started as a one to two chutes trailer which is all that is needed, to a regional transfer and
sort station. This is an extremely expensive endeavor without any proof that transfer stations can become
effective recycling centers for achieving zero waste. DEM just hopes they will work. Everybody knows
curbside recycling and trash pick up as well as recycling in convenient locations in town centers as they
do nation wide is the most effective way to get everyone to recycle. Hiding recycling centers causes
recyclables to go into the waste stream. People do not want to spend time recycling at the transfer
stations so they toss their trash in the most convenient location, the waste stream trailer. Trash needs to
be sorted by an attendant to prevent recyclables from going into the wrong places. If the recycling
centers where in our shopping centers where they belong everybody gets to recycle easier even the
tourists. Our recycling center is very effective because it is conveniently located downtown at Stanley's
South Point Rent-All, where the neighborhood wants their transfer station. The owners are offering their
adjacent lot for the transfer station. There is actually somebody who wants the transfer station in their
backyard and the DEM will not let them have it. The property owners of 150-60 do not even live on
their land nor have a business there.
DEM says the people at the shopping center do not want the transfer station there yet they show us no
proof. We have 400 signatures against 150-60. They ignore all the people opposed to 150-60 while they
pay attention to those supposed people who say they do not want it at the shopping center. When
everybody else said NO to the transfer station they did not put it there yet when the people say NO to
150-60 they are going to put it there anyway. How come we are not being treated the same way. We are
being denied our rights not to have a transfer station in our neighborhood. Why are we being
discriminate upon? I know you all feel the same way as we do. If the transfer station was going in near
your land or house you would not let this happen.
I do not want my tax dollars used to develop roads for a few developers. I want my tax dollars spent
wisely to improve a road used by the community, the subdivision residents and the shopping center
users alike. This will be an asset for hundreds of people daily. The transfer station does not belong at
150-60. We the taxpayers do not want our monies squandered on a facility that does not belong in the
area DEM wants to put it. The most suitable location is at Stanley's or the Doctors free land. In our
commercial area where it fits the environment and will not create proximity issues
The government works for the people not for itself. We want a transfer station next to our recycling
center. Be a 21 st Century Government. Make our town sustainable. Help us save fuel, time and energy.
Be progressive like Europe and many cities and towns nationwide, world wide "One Stop Chores" p
Comm. N z-- b I.3
Ref.
