Should the County Charter be changed to increase <br /> the number of planning commissions for Hawaii County from one for the entire county to two, a <br /> windward planning commission and a leeward planning commission? <br /> <br /> PRESENT PROVISION: Presently Sections 6-4.1 through 6-4.3 of the County Charter <br /> provide for a single planning commission of nine members, one from each council district. <br /> <br /> PROPOSED AMENDMENT: If approved, the County Charter would be amended to provide <br /> for two seven-member commissions: 1) a windward planning commission for the North Hilo, Hamakua, <br /> Ka'u, Puna and South Hilo judicial districts comprised of one member selected from the North Hilo and <br /> Hamakua judicial districts, one member each from the Ka'u, Puna and South Hilo districts, and three <br /> "at-large" members; and 2) a leeward planning commission for the South Kona, North Kona, South <br /> Kohala and North Kohala judicial districts comprised of one member from each of these districts and <br /> three "at-large" members. No more than two members of either commission shall be from the same <br /> judicial district.
