Maui County was the only one <br /> volunteering to give away their 20% to support the promotion of the tourism industry. <br /> All other mayors were saying they wanted to keep the existing formula. <br /> <br /> The legislature is asking for a county consensus to be unified on certain issues. We do <br /> have consensus from the mayors as far as the privatization issue. Collective bargaining is <br /> an issue that we need to bring up to our county councils. Rene will draft it and it will be <br /> discussed at a future meeting. <br /> <br /> Vacations should not be given automatically when you start, that you should work one <br /> year and then get it. <br /> <br /> Health benefit packages are expensive for the family packet and we're not hiring the <br /> entire family, therefore the benefits should go to the employee and not the whole family. <br /> <br /> Abolishing the land use commission and water commission. All four mayors were very <br /> consistent in that. <br /> <br /> Mayor Harris had proposed the duplication issue on roads and parks that the City and <br /> County of Honolulu could be absorbing those so you would only have one parks dept., <br /> one roads/highways dept. <br /> <br /> Mayor Kusaka is asking for zero tolerance in the work place. This is something that all <br /> county councils could discuss. It would become a collective bargaining issue. <br /> <br /> Discussions in the Legislature was also performance based budgeting. Take a look at that <br /> as far as policies where we give a budget to the departments or to the mayors with certain <br /> <br /> expectations or performance standards and they give up reports bench marked as to what <br /> you've accomplished with the budget that you promised to perform with and the annual <br /> report. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 7 <br />
