ARAKAKI, COUNCIL CHAIRMAN <br /> AND COUNCILMEMBERS <br /> HAWAII COUNTY COUNCIL <br /> HILO, HAWAII <br /> <br /> <br /> SUBJECT: CAPITAL BUDGET - BILL 214 (DRAFT 2) <br /> Waikoloa Road Shoulder Improvements <br /> Mamalahoa Highway to Paniolo Avenue (Various Locations) <br /> <br /> In order to be eligible for Federal ISTEA funding, we needed to submit our PS&E (Plans, Specifications <br /> and Estimates) package to the State DOT for review before April 1, 1998. We did submitted our PS&E <br /> package before the deadline. However, during the review process, they required us to increase the <br /> shoulder width from six (6) to eight (8) feet. Rather than reducing the length of the project, we are <br /> asking for additional funds to maintain the project's original scope of work. The change increases the <br /> total estimated construction cost by $300,000 to $1,500,000 of which $1,200,000 is the federal share and <br /> $300,000 is the County's share. The State and the Federal Highway Administration have already <br /> earmarked $1,240,000 for design and construction if the County can provide its share. <br /> <br /> The ISTEA funds being sought is an interim congressional authorization that will terminate in May 1998. <br /> <br /> <br /> <br /> <br /> <br /> i 1 <br /> DONNA FAY I .
