<br /> <br /> <br /> <br /> <br /> 1998 SPECIAL PURPOSE GRANT APPLICATION <br /> <br /> INFRASTRUCTURE DEVELOPMENT IN PUNA, HAWAII <br /> <br /> PROJECT DESCRIPTION <br /> The County of Hawaii proposes to fund improvements for an emergency access road that would <br /> connect State Highway 11 to State Highway 130, passing through the Hawaiian Acres and <br /> Ainaloa Subdivisions in Puna, Hawaii. (See attached location map) <br /> <br /> 1. Economic, social, or physical need addressed by the project: The primary purpose of <br /> the project is to provide police, fire, and other emergency vehicles an alternative access to <br /> lower Puna. Currently lower Puna is served by only one access road. A major fire or <br /> volcanic eruption could cut off thousands of residents. <br /> <br /> 2. The first phase will utilize the $500,000 of <br /> SPG and $1,000,000 of County funds to complete 8 Road and F Road. The County is <br /> currently seeking funds of $1,000,000 to complete Phase 2, which involves Ainaloa Blvd. <br /> <br /> 3. Entity responsible for implementing the project: The County of Hawaii's Office of <br /> Housing & Community Development (OHCD) along with the County of Hawaii' <br /> Department of Public Works will be responsible for the implementation of the project and <br /> compliance with the Special Purpose Grant requirements. <br /> <br /> The OHCD is responsible for the Community Development Block Grant, HOME <br /> Investment Partnership, and Emergency Shelter Grant Programs and is familiar with the <br /> federal requirements. In addition, the OHCD is currently implementing HUD's Special <br /> Purpose Grant from fiscal year 1995. The County of Hawaii was awarded $1.6 million <br /> for the Hamakua Affordable Housing Project. The County has spent 98% of the funds <br /> and has complied with Part 85, OMB Circular A-87, the audit requirements of A-133, <br /> Part 58 Environmental Requirements, and other applicable federal regulations. The last <br /> payment request for $17,482 is expected in April, 1998 and the County will close the <br /> grant by May, 1998. <br /> <br /> The County of Hawaii has been working on the Infrastructure Development project and <br /> working with the Puna community since 1992.
