A second access is available via Slaughterhouse <br /> <br /> Road, another private roadway having a pavement width of 20 feet within a <br /> <br /> 50-foot wide right-of-way. The access from Slaughterhouse Road proceeds <br /> <br /> along a remnant of the Old Volcano Road, which has a 12-foot wide gravel <br /> <br /> surface within a 40-foot wide right-of-way. The condition of the gravel <br /> <br /> surface is generally good, with occasional potholes. According to a copy of a <br /> <br /> recorded deed submitted as part of the application, the applicant has right-of- <br /> <br /> access over these private roadways, which are owned in common by the <br /> <br /> applicant and all surrounding property owners whose parcels utilize these <br /> <br /> roadways for access (See Exhibits B and Q. <br /> <br /> 19. Water: County water is available. <br /> <br /> 20. Other Essential Utilities and Services: Are or will be made available. <br /> <br /> <br /> <br /> AGENCIES' COMMENTS <br /> <br /> 21. Department of Health: <br /> <br /> "The subject lot is located in the Critical Wastewater Disposal Area where <br /> cesspools are not allowed because of water pollution concerns. Any <br /> development on this lot would require all wastewater [to] be disposed [of] into <br /> a Treatment Individual Wastewater System or into public sewer when <br /> available. " <br /> <br /> 22. Department of Land and Natural Resources: <br /> <br /> "Our Hilo Office staff archaeologist, Marc Smith, conducted a field check of <br /> the subject parcel on April 25, 1993. The subject parcel is located at an <br /> elevation [of] 280 feet on weathered pahoehoe lava. No significant historic <br /> sites were observed in the subject parcel.
