This recommendation does not, however, sanction the specific plans as submitted <br /> <br /> with the application as they may be subject to change given the specific code and regulatory <br /> requirements of the affected agencies. Since this recommendation is made without the benefit <br /> <br /> of public testimony, the Director reserves the right to modify and/or alter this position based <br /> upon additional information presented at the public hearing. This unfavorable <br /> <br /> recommendation is based on the following findings: <br /> In order to consider an area for any type of zoning designation, the applicable <br /> <br /> goals, policies and standards of the General Plan must be adequately addressed. It is <br /> <br /> only through such a comprehensive policy analysis approach that evaluations and <br /> decisions can be made to better time and stage developments to achieve growth <br /> <br /> determined by the General Plan and related planning documents. The implications of <br /> these evaluations and decisions must be also considered as they may have an impact on <br /> <br /> similar areas in the County, but ultimately, on the future development of the whole <br /> island. <br /> <br /> Effective May 14, 1997, the County Council approved the applicant's request <br /> to redesignate a 14± acre portion of the subject property that fronts the private section <br /> <br /> of Milo Street from State Land Use Agricultural to Urban. Concurrently, the <br /> applicant's request to rezone this section of the property from an A-20a to ML-20 <br /> <br /> zoning the remaining 17± acre portion from A-20a to FA-3a zoning was also approved <br /> <br /> by the County Council. The applicant proposed to create approximately 14 one-half to <br /> one acre sized fee simple industrial lots and approximately five 3-acre Family <br /> <br /> Agricultural lots.
