The applicant's goal is to begin <br /> <br /> occupancy when the Keaau By-Pass Road is completed in late 1998 or 1999. <br /> Surrounding properties consist mainly of formerly cultivated sugar cane lands, <br /> <br /> the HELCO power plant, vacant lands, small agricultural operations and residences. <br /> To the northeast of the subject property is the existing AMFAC Tropical Products <br /> <br /> tropical fruits packing facility and papaya puree processing facility. East of the subject <br /> <br /> property is the old Puna Sugar Mill operations site; where the old mill operations office <br /> is located and where Hawaii Electric Light Company, Inc. (HELCO) presently operates <br /> <br /> a power plant. Across Milo Street to the south is the site of the proposed Greenhouse <br /> Specialists' operation which is greenhouse and nursery supply outlet. To the southeast <br /> <br /> is the existing Pacific Floral Exchange business. Adjacent and to the east of Pacific <br /> Floral Exchange is the proposed school site for Hawaii Christian Camping Association. <br /> <br /> Lands immediately adjacent to and west of the subject property are vacant formerly <br /> sugar cane lands. However, lands further west and southwest are primarily in <br /> <br /> residential uses. Most of the above uses were established by Special Permits or were <br /> permitted agricultural and non-conforming industrial (Puna Sugar Mill) activities. <br /> <br /> Since then, however, new uses are being more appropriately reviewed and approved <br /> through a change of zone request. <br /> <br /> The proposed change of zone request would not be consistent with the Land <br /> <br /> Use and Commercial Elements of the General Plan. The existing zoning has been <br /> shown to be consistent with the Land Use, Economic and Industrial Elements of the <br /> <br /> General Plan. However, in reviewing this new request, approval would not be <br /> consistent with the Land Use and Commercial Elements of the General Plan. Land use <br /> <br /> is one of the principle focal points of public concern and policy. The Land Use <br /> Element provides the primary basis for direct control and guidance of publicly and <br /> <br /> privately owned resources. It is also intended to be used as a policy guide for the <br /> coordinate growth and development of all sectors of the County. It sets forth goals, <br /> <br /> policies, standards and courses of action to accommodate growth without congestion, to <br /> <br /> -2- <br />
