Plans Submitted: The conceptual subdivision plans indicate the 31 +-acre parcel <br /> subdivided into approximately 14 one-half to one acre lots with ML-20 zoning at the <br /> <br /> Milo Street end (south) and five 3-acre lots with FA-3a zoning toward the northern <br /> <br /> boundary. A proposed 60-foot right-of-way bisects the property in a north-south <br /> direction, connecting to both roadway frontages. The plan also reflects the proposed <br /> <br /> Keaau By-Pass Road right-of-way alignment on the mauka (west) side of the subject <br /> property. <br /> <br /> 6. <br /> 7. Access: Upon completion of the proposed Keaau By-Pass Road, that new road would <br /> <br /> serve as the principal access to the subject property. All roads adjacent to the property <br /> are easements privately-owned by W.H. Shipman, Ltd. and were previously cane haul <br /> <br /> roads for Puna Sugar Company. By deed, the applicant has right-of-access over the <br /> <br /> private roadway lots 26, 30, 32 and 34, a portion of Keaau Road designated as <br /> Easement I and a portion of Keaau Road abutting the northern boundaries of lots 27, <br /> <br /> 34 and 33. The applicant does not have right of access over lot 1149, which is the <br /> portion connecting the county-owned with the private-owned section of Milo Street. <br /> <br /> 8. Additional Information: The applicant has submitted a Change of Zone Application <br /> and County Environmental Report and letter and attachments dated December 9, 1997. <br /> <br /> (See Exhibit B) <br /> STATE AND COUNTY PLANS <br /> <br /> 9. SLU: Urban, for the portion of the subject request. Agricultural, for the portion of <br /> the property zoned FA-3a. <br /> <br /> 10. State Plan: The existing Urban District and industrial development is consistent with <br /> <br /> the following goals, objectives and policies for the economy. <br /> * A strong, viable economy, characterized by stability, diversity, and growth that <br /> enables the fulfillment of the needs and expectations for Hawaii's present and <br /> future generations. <br /> <br /> * Increased and diversified employment opportunities to achieve full employment, <br /> increased income and job choice, and improved living standards for Hawaii's <br /> people. <br /> <br /> -2- <br />
