At that time, as <br /> <br /> the Milo Street extension from Keaau town will not connect with the Bypass Road, <br /> only traffic volumes on the Bypass Road were considered. Results of the evaluation <br /> <br /> indicated the need for mitigative actions in the future, such as traffic signals, in the AM <br /> peak. The report goes on to say that, normally, traffic signals are installed when the <br /> <br /> existing traffic volumes meet the warrants and are not based on short-range traffic <br /> forecasts. As such, the report recommends that traffic signal conduits be installed at <br /> <br /> the Bypass intersection when it is built and that the traffic signals be installed when <br /> <br /> warranted by actual traffic volumes. (See Exhibit G - Excerpts from the Addendum <br /> to the Traffic Impact Analysis Report) <br /> <br /> 29. Water: Water is available to the subject site from an existing 12-inch waterline along <br /> Milo Street approximately 500 feet from the property. According to the Department of <br /> <br /> Water Supply, the required water commitment deposit is $15,300.00. Since the initial <br /> change of zone, the facilities charge has increased from $275,850 to $344,813. <br /> <br /> 30. Wastewater: There is no municipal wastewater system in the area. A cesspool or a <br /> septic system meeting with the requirements of the Department of Health will be <br /> <br /> installed by respective lot owners. According to the Department of Health, a portion <br /> of the subject property is located within 1,000 feet of a drinking water well. <br /> <br /> Therefore, no cesspool or septic system, except for air aerobic package treatment <br /> <br /> system, would be allowed to be installed within the 1,000-foot radius of the water well. <br /> 31. Other Utilities/Services: Electricity and telephone are available to the subject <br /> <br /> property. Police, fire protection and emergency medical services are located in the <br /> village of Keaau, less than one mile from the subject property. <br /> <br /> AGENCIES' COMMENTS <br /> 32.
