SECTION 4. Chapter 3, article 2, section 3-62, Hawaii County Code 1983 (1995 edition), <br /> <br /> relating to Variances - Kailua Village Signs, is amended to read as follows: <br /> "Section 3-62. Variances. <br /> The [commission] lp anninn~ director may grant a variance from any provision of this article." <br /> SECTION 5. If any provision of this ordinance, or the application thereof to any person or <br /> circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the <br /> ordinance which can be given effect without the invalid provision or application, and to this end, <br /> the provisions of this ordinance are declared to be severable. <br /> SECTION 6.
