To the north are RS-10 designated lands. and further north are <br />CV-10 designated lands. <br />"I~he subject property has not been classifcd as prime or unique agricultural lands b} the ALISH <br />system. Soils within the property are classified as "E" or "Vei}~ Poor" for agricultural productivity. <br />fhe US Soil Survey classifies the soils as Honuaulu Series. which are comprised of extremely <br />stony, silty clay loam, with rapid permeability. slow runoff and slight erosion harard_ ~~hich arc <br />used for pasture and coffee. <br />The property is located within Zone X. an area determined to he outside the 500-year flood plain. <br />There are no known or recorded rare or endangered animal or plant lile_ nor arc there am <br />archaeological sites in the area. <br />In their January 27. 2003 letter, the Department of Water Supply stated the} could not support this <br />proposed application at that time because "extensive improvements and additions. which include. <br />but arc not limited to, source. storage. transmission, and distribution facilities must be constructed. <br />Currently. sufficient finding is not available and no time schedule is set.' Then on February 2~, <br />?003, the Department of Water Supply amended their previous comment to state: "Inasmuch as <br />our prevailing water availability guidelines, which is subject to change. allows frn~ ^n additional <br />farm dwelling for the pared, we do not have any objection to the application and resulting 2-lot <br />subdivision. I Iowever. this is with the understanding that should the subdivision be processed, we <br />will not support any application for an additional farm dwelling on either parcel.° <br />"fhe dwelling on the subject parcel is connected to an existing cesspool. additional dwellings will <br />be serviced with s~~stems meeting the requirements of the State Department of I Iealth. <br />all other utilities and services are or will he available to the subject property. <br />Committee Member Curtis I~ylcr was concerned that this subdivision mac hinder the neighbor's <br />access to his property. but was assured by the applicant that this project will not block his access. <br />Committee Member &>h Jacobson stated that this project will increase the density in the urea. I Ie <br />also noted that some of the macadamia nut trees were diseased, so some of them had to be <br />eliminated. <br />Your Committee did not entertain further discussion on this measure. <br />Your Committee concurs with the Planning Commission and the Planning Director for <br />recommending a favorable consideration for the change of zone request. 'l~he change of zone <br />request will result in an appropriate land use pattern that will further benefit the public. <br />
