The requested <br /> RA-.5a zoning is consistent with the recommendation of the Kona Regional Plan. <br /> <br /> The proposed subdivision of .5 acre lots would be compatible with the urban <br /> character of lands surrounding the property. The surrounding area consists of a <br /> mixture or single-family residences and vacant lots. The zoning pattern in the vicinity <br /> is a mixture of Agricultural -1 acre (A-la) to the east, Agricultural - 5 acres (A-5a) and <br /> Single Family Residential (RS-15) immediately adjacent to the north and south, <br /> respectively. The subject parcel is situated adjacent to and north of the Hualalai <br /> Colony Subdivision which consists of 50 - 15,000 square foot lots. This subdivision is <br /> in the State Land Use Urban District and the County's Single Family Residential- <br /> 15,000 square foot (RS-15) zoned district. Kailua View Estates and Kona Heights <br /> Subdivisions are located further to the north and zoned RS-15. Lands further to the <br /> west on the makai side of Queen Ka'ahumanu Highway are zoned Multiple Family <br /> Residential (RM-4). Therefore, a favorable recommendation of this change of zone <br /> request will be consistent with the surrounding land use pattern already established <br /> within this portion of Kailua-Kona. <br /> <br /> Access to the project site is provided by Hienaloli-Kahului Road, a two-lane <br /> County roadway, which has a pavement width of 20 feet within a 40-50 feet <br /> right-of-way. The Department of Public Works has expressed the need for <br /> improvements to Hienaloli-Kahului Road. The need for such improvements is essential <br /> since similar changes of zone may occur throughout the area and the creation of <br /> additional homesites places additional traffic burdens on the roadway. <br /> <br /> Water for the proposed subdivision development will be provided by the <br /> County's existing 8-inch waterline which is located along Hienaloli-Kahului Road, <br /> approximately 400 feet from the subject property. Wastewater generated by the <br /> proposed development will be disposed of utilizing an individual wastewater disposal <br /> system for each lot meeting the requirements of the Department of Health. All other <br /> essential utilities and services are or will be made available to support the proposed <br /> development. <br /> <br /> An archaeological inventory survey was conducted in October 1997 by William <br /> Barrera Jr. The study concluded that "The three sites that were recorded all date from <br /> modern ranching activities, and are of significance only for their information content <br /> relating to those activities. The present recording constitutes sufficient data recovery, <br /> and any adverse impacts posed by the development of the property have therefore been <br /> mitigated." Thus, the proposed action will not have any effect on significant historic <br /> sites. Should any historical sites be encountered within the subject property during any <br />
