Yamashiro per Communication No. 826, dated Apri124, 1998, <br /> regarding the change of zone request by Robert S. Nackowski at Puaa 2nd, North Kona, Hawaii, <br /> TMK: 7-5-10: Por. 4, reports as follows: <br /> Bill No. 235 amends Section 25-8-3 (North Kona Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code, by changing the District Classification for approximately <br /> 14.989 acres of land from an Agricultural to a Residential and Agricultural zoned district. <br /> The subject property is located on the west side ofHienaloli-Kahului Road, approximately 1,500 <br /> feet north of the intersection with Hualalai Road and adjacent and north of the Hualalai Colony <br /> Subdivision. Access to the subject property will be provided by Hienaloli-Kahului Road, atwo- <br /> lane County roadway, which has a pavement width of 20 feet within a 40-50 foot right-of--way. <br /> The subject property, owned in fee by Koski Enterprises, Inc., is rectangulaz in shape, is vacant <br /> of any structures and is presently used for cattle grazing. The applicant is requesting the land use <br /> changes to allow the development of 15residential-agricultural lots ranging in size from half acre <br /> to one-acre on 14.989 acres of a 56.902 acre pazcel. The remaining 42.9+ acres would be <br /> retained by the applicant in the agricultural zoned district and continue to be used for cattle <br /> grazing. Access to the lazger lot would be through the proposed subdivision road. <br /> <br /> The previous landowner intended to subdivide the entire parcel into ten 5+-acre lots. <br /> Subdivision Application No. 89-142 received tentative subdivision approval, and construction <br /> <br /> plans were prepazed and approved by the County in 1994. The subdivision application is <br /> <br /> pending Final Subdivision Approval. <br /> <br /> The applicant, who recently acquired the property, believes that creating half acre to one-acre lots <br /> <br /> in this area would better serve the community's housing and land needs. <br /> The project site is designated as Urban Expansion, which allows for a mix of high density, <br /> <br /> medium density, low density, industrial and/or open designations in areas where new settlements <br /> <br /> may be desirable, but where the specific settlement pattern and mix of uses have not been <br /> <br /> determined. <br /> <br /> The surrounding azea consists of a mixture of single-family residences and vacant lots. The <br /> <br /> zoning pattern in the vicinity is a mixture of Agricultural-1 acre (A-1 a) to the east, <br /> PC Report 112 <br /> <br />
