While the 5+ acre lot subdivision represents an option, the applicant <br /> believes that creating some 1/2 acre to l+ acre lots in this area would better <br /> serve the community's housing and land needs. <br /> <br /> As such, the applicant is proposing to subdivide the property into t 5 <br /> residential-agri cultural lots. These lots would range in size between 1/2 acre <br /> to over 1 acre (Figure 3). The remaining 42+ acre lot would be retained by <br /> the applicant, who intends to continue the cattle grazing activity. Access to <br /> the larger parcel would also be through the proposed subdivision road. <br /> <br /> Although the main road would be built to County dedicable standards, it <br /> would be kept private and maintained by the respective lot owners. <br /> It is understood that the subdivision plan submitted herein may change prior to <br /> receipt of final subdivision approval to accommodate County subdivision <br /> requirements, appropriate conditions of approval, and marketing demands. <br /> <br /> B. Project Timetable and Cost <br /> <br /> The applicant hopes to secure the necessary State Land Use and County <br /> rezoning approvals as soon as possible and begin the subdivision and <br /> development process immediately thereafter. Tentatively, plans call for having <br /> the lots on the market by the end of 1998 or early 1999. <br /> <br /> The estimated cost of the improvements is estimated at $1 million. <br /> <br /> IV. INSTITUTIONAL CONSIDERATIONS <br /> <br /> A. State Land Use <br /> <br /> The subject area is designated Agriculture. To effectuate this project, a 14+ <br /> acre portion is being requested to be reclassified into the Rural district. The <br /> balance of the property would still be left in the Agriculture district. <br /> <br /> Based on the size of the requested area, no State Land Use Commission <br /> action is required. The County of Hawaii can process both the boundary <br /> reclassification and zoning requests. <br /> <br /> B. County General Plan <br /> <br /> The County General Plan Land Use Pattern Allocation Guide (LUPAG) map <br /> designates the site Extensive Agriculture with the Urban Expansion overlay. <br /> <br /> <br /> <br /> 2 <br />
