This overlay allows for a mix <br /> of high density, medium, and low density uses. Based on the requested <br /> Residential-Agriculture zoning, the project would be consistent with the <br /> General Plan and no amendments would be required. <br /> <br /> C. Draft Kona Regional Plan <br /> <br /> This plan attempts to further define the General Plan and serves as a guide for <br /> decision-makers. It was adopted by the Planning Commission in 1984. It has <br /> not, however, been adopted by the County Council. <br /> <br /> The Land Use Concept map of this plan identifies a Res-4 designation for this <br /> area. This designation suggests residential uses, up to four (4) units per acre. <br /> The requested RA-,5 zoning would be consistent with this designation. <br /> <br /> D. County Zoning <br /> <br /> The County zoning of the subject area was Unplanned, which allowed for a <br /> minimum of 5-acre lots. With the adoption of the new Zoning Code and the <br /> subsequent elimination of the Unplanned category, the site de facto, became <br /> zoned Agriculture (A-5a). <br /> <br /> If approved, the site would be subdivided in a manner meeting with both the <br /> Zoning and Subdivision Codes. Further, all uses and standards consistent with <br /> the requested RA-.5a zone would be adhered to. <br /> <br /> E. Other Permitting Considerations <br /> <br /> The site is not located within the County Special Management Area (SMA). <br /> As such, no SMA Use Permit would be required. <br /> <br /> However, as noted earlier, other permits would still be required. These would <br /> be of the "ministerial" variety, such as Subdivision Approval, Underground <br /> Injection Control (UIC) permit, and the like. <br /> <br /> V. ENVIRONMENTAL CONSIDERATIONS <br /> <br /> A. General Description <br /> <br /> The elevation of the site ranges approximately between six hundred fifty (650) <br /> to seven hundred (700) feet above mean sea level. <br /> <br /> <br /> <br /> 3 <br />
