Drainage <br /> <br /> The US Corps of Engineers' Flood Insurance Rate Map (FIRM) <br /> designates most of the project site to be located in Zone X, areas <br /> outside the 500-year flood plain. However, there is a portion that is <br /> designated AE, areas within the 100 year flood. This is a part of the <br /> Waiaha Drainageway. <br /> <br /> In conjunction with the existing 5-acre subdivision plan, construction <br /> plans were prepared and subsequently approved by the County. The <br /> approved plans reflect a drainage easement that begins near the <br /> northern, mauka boundary of the subject parcel and eventually <br /> bisecting the parcel. (See Figure 4). <br /> <br /> The applicant's consulting engineer is now working with the County <br /> Department of Public Works to relocate this easement to run along the <br /> northern boundary of the entire parcel. <br /> <br /> It should be noted, however, that within the project area (14+ acres), <br /> the drainageway does not significantly affect the proposed lots. As <br /> such, drainage systems can be developed at the time of subdivision <br /> review to address the AE designation of the FIRM map. <br /> <br /> 2. Tsunami Hazard <br /> <br /> As the site is located over L6 miles from the ocean, it is located <br /> outside of the Civil Defense's Tsunami Evacuation Zone. <br /> <br /> 3. Volcanic and Earthquake Hazards <br /> <br /> The United States Geological Survey (USGS) classifies the area as <br /> Lava Flow Hazard Zone 4, on a scale of ascending risk 9 to 1. The <br /> populated area of Kailua-Kona also fall in this category, while the City <br /> of Hilo is classified Zone 3. There is very little that can be done to <br /> mitigate this situation and reflects an ongoing threat to all residents <br /> and businesses in these areas. <br /> <br /> The entire island of Hawaii falls within Earthquake Zone 3, according <br /> to the County Building Code. As such, certain structural requirements <br /> will be needed and taken during the building permit process to address <br /> this seismic hazard. <br /> <br /> <br /> <br /> <br /> 5 <br />
