Bell Request: A-3a to FA-la Tax Map Key: 6-4-2:148 The Planning Commission, after a duly held public hearing on April 17, 1998, voted to recommend for your approval the proposed legislative bill to change the district classification for approximately 3.00 acres of land from Agricultural (A-3a) to Family Agricultural (FA-1a). The property is located on the south side of Mamalahoa Highway across from the Nam Waimea Subdivision, Puukapu Homesteads, Waimea, South Kohala, Hawaii. The Commission concurs with the following Planning Director's reasons for recommending favorable consideration of the change of zone: In order to consider an area for any type of zoning designation, the applicable goals, policies and standards of the General Plan must be adequately addressed. It is only through such a comprehensive policy analysis approach that evaluations and decisions can be made to better time and stage developments to achieve quality growth determined by the General Plan and related planning documents. The implications of these evaluations and decisions must also be considered as they may have an impact on other similar areas in the County. The proposed Change of Zone from an Agricultural (A-3a) to Family Agricultural (FA-la) zoned district would conform to the following goals, policies and standards of the Land Use and Agriculture Elements of the General Plan:
