REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 15, 1998 Re: C-828Bi11 No. 237 <br /> PLACE: Councilroom <br /> TIME: 8:37 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 237, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 828, dated Apri124, 1998, regazding the change of zone <br /> request by Genesis K. Bell at Puukapu, Waimea, South Kohala, Hawaii, TMK: 6-4-2:148, <br /> reports as follows: <br /> Bill No. 237 amends Section 25-8-I 1 (Lalamilo-Puukapu Zone Map), Article 8, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code by changing the district classification for <br /> approximately 3 acres of land from an Agricultural (A-3a) to a Family Agricultural (FA-1 a) <br /> zoned district. <br /> The original applicant was Mary Lindsey who, by letter dated February 12, 1998, authorized her <br /> son, Genesis K. Bell to be the applicant. On February 9, 1998, by letter, the applicant amended <br /> the request to change the zoning of the subject property to FA-la instead of RA-la. The <br /> applicant also requested to withdraw the State Land Use Boundary Amendment. <br /> The rectangular shaped property, owned in fee by Genesis K Bell, etal, will be developed into a <br /> <br /> three lot subdivision. Mary Lindsey sold the property to her three sons, Genesis K. Bell, <br /> Matthew K. Bell and Gerald K. Bell. Matthew and Gerald are deceased, however, their families <br /> who live on Oahu, would like to relocate and settle on the property when it is subdivided. <br /> Surrounding pazcels aze zoned A-Sa and A-la and aze within the State Land Use Agricultural <br /> zoned district. Kamuela Haven, located to the west and adjacent to the subject property is a <br /> <br /> residential subdivision with 7,500 squaze foot lots. Nani Waimea Subdivision located directly <br /> across Mamalahoa Highway is a residential subdivision with 8,900 square foot lots. Lands to the <br /> <br /> east aze zoned A-40a. Surrounding land uses include various single-family residential and <br /> agricultural uses. <br /> <br /> Access to the subject property is off Mamalahoa Highway, a County roadway with a 60-foot <br /> wide right-of--way and a 20-foot wide paved roadway surface. <br /> Water is provided by an existing 12-inch waterline that fronts the subject property. According to <br /> <br /> the Department of Health, the property is situated within the Critical Wastewater Disposal Area <br /> and would be required to dispose wastewater into a septic tank system. <br /> PC Report 11G <br /> <br />
