No. 414Bi11 No. 183 <br />Council Chair and Members <br />Ilawai'i County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 183, reports as follows: <br />Bill No. 183, transmitted by Council Chair James Y. Arakaki, via Communication No. 414, dated <br />November 6, 2003, amends Chapter 2, of the Hawaii County Code 1983 (1995 edition), relating to <br />Administration, by adding a new article to the establishment of a disaster and emergency fund. <br />This measure proposes to create a special fund to provide immediate response to repair facilities and <br />infrastructure due to damages caused by a natural or man-made disaster or other emergencies, and to <br />clean up property when such action serves a public purpose. <br />During its discussion and as a result of discussion held on Bill No. 183, the following amendments were <br />made for housekeeping purposes: <br />Section 2-_ _ Funding. <br />'T'he Disaster and Emergency Pund shall be funded each fiscal year by the council <br />appropriating a minimum of $100,000 to a maximum of $500.000 per year until the Fund <br />has accumulated a maximum of $5,000,000 fat the time of the appropriation ~. <br />Section 2-_ Expenditures from the Disaster and Emergency Fund. <br />(c) fo provide immediate response for services ~for~ to deal with public health and safety <br />risks due to a natural orman-caused disaster or emergency in the form of personnel. <br />equipment. materials, supplies, and service contracts. <br />(d) 1'u match federal, state, and/or private grants-in-aid to develop or bring back] restore <br />public property to a safe and useable condition. <br />Section 2-_ _ Dissolution of the fund. <br />"The Disaster and hmergency fund shall not be dissolved unless such dissolution is <br />approved by ~thc unanimous a two-thirds vote of the County Council. <br />Your Committee on Finance is in accord with the purpose and intent of Bill No. 183, as amended (to <br />Draft 2), and recommends it pass first reading. <br />smc <br /> \1'1!S ~O4a ARi 4: \Hti <br />('HUNG X <br />SAFARIK X <br />ARAIiAKI X <br />ELARIONOF'F X <br />HOLSCHUH X <br />JACOBSON X <br />REYNOLDS X <br />TULANG X <br />9'FLFR X <br />C <br />ro <br />AnRON S.Y.
