Arakaki, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> <br /> Dear Chairman Arakaki and Members: <br /> <br /> Change of Zone Application (REZ 85-23) <br /> Applicant: Stanley and Lorraine Hechinger <br /> Request: A-20a to A-5a <br /> Tax Mao Key: 9-4-3:58 <br /> <br /> The Planning Commission, after a duly held public hearing on April 17, 1998, voted to <br /> recommend for your approval the proposed legislative bill to change the district classification <br /> for approximately 20.37 acres of land from Agricultural (A-20a) to Agricultural (A-5a). The <br /> property is located on the northwest side of Kamaoa Road, approximately 3,000 feet northwest <br /> of the Mark Twain Estates and Discovery Harbor Subdivisions, Kiolakaa-Keaa Homesteads, <br /> Ka'u, Hawaii. <br /> <br /> The Commission concurs with the following Planning Director's reasons for recommending <br /> favorable consideration of the change of zone: <br /> <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is <br /> only through such a comprehensive policy analysis approach that evaluations and <br /> decisions can be made to better time and stage developments to achieve growth <br /> determined by the General Plan and related planning documents. The implications of <br /> these evaluations and decisions must be also considered as they may have an impact on <br /> similar areas in the County. <br /> <br /> The Change of Zone Application from Agricultural-20 acres (A-20a) to <br /> Agricultural- 5 acre (A-5a) zoned district will conform to the following goals, policies <br /> and standards of the General Plan Land Use, Economic, and Agricultural Elements. <br />
