Arakaki, Chairman and Members of the County Council County of Hawaii 25 Aupuni Street Hilo, HI 96720 Dear Chairman Arakaki and Members: Change of Zone Application (REZ 85-23) Applicant: Stanley and Lorraine Hechinger Request: A-20a to A-5a Tax Mao Key: 9-4-3:58 The Planning Commission, after a duly held public hearing on April 17, 1998, voted to recommend for your approval the proposed legislative bill to change the district classification for approximately 20.37 acres of land from Agricultural (A-20a) to Agricultural (A-5a). The property is located on the northwest side of Kamaoa Road, approximately 3,000 feet northwest of the Mark Twain Estates and Discovery Harbor Subdivisions, Kiolakaa-Keaa Homesteads, Ka'u, Hawaii. The Commission concurs with the following Planning Director's reasons for recommending favorable consideration of the change of zone: In order to consider an area for any type of zoning designation, the applicable goals, policies and standards of the General Plan must be adequately addressed. It is only through such a comprehensive policy analysis approach that evaluations and decisions can be made to better time and stage developments to achieve growth determined by the General Plan and related planning documents. The implications of these evaluations and decisions must be also considered as they may have an impact on similar areas in the County. The Change of Zone Application from Agricultural-20 acres (A-20a) to Agricultural- 5 acre (A-5a) zoned district will conform to the following goals, policies and standards of the General Plan Land Use, Economic, and Agricultural Elements.
