REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 15, 1998 Re: C-829/Bill No. 238 <br /> PLACE: Councilroom <br /> TIME: 8:37 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 238, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 829, dated Apri124, 1998, regazding the change of zone <br /> request by Stanley and Lorraine Hechinger at Kiolakaa, Kau, Hawaii, TMK: 9-4-3:58, reports <br /> as follows: <br /> Bill No. 238 amends Section 25-8-28 (Kau District Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code by changing the district classification for approximately 20.37 <br /> acres of land from an Agricultural (A-20a) to an Agricultural (A-Sa) zoned district. <br /> The application was originally submitted in April 1985. The Planning Director issued a <br /> favorable recommendation with conditions, and a public heazing was held on December 2, 1985. <br /> A condition which would have been included was to have the applicant pave Kamaoa Road to a <br /> width of 20 feet. Subsequent to the first public heazing, Kamaoa Road was paved by the Public <br /> Works Department to a width of 16 feet. On January 29, 1998, the applicant, by letter, <br /> confirmed their intent to continue with the application. <br /> The Planning Commission, in their communication to the Council dated Apri124, 1998, <br /> commented about the aforementioned pazagraph. "Access to the site is provided by Kamaoa <br /> Road, atwo-lane County roadway, which has right-of--way widths that vary between 25 to 40 <br /> feet with a 16 to 18 foot wide pavement. The Department of Public Works has recommended <br /> <br /> that Kamaoa Road be paved to a width of 20 feet. When the applicant initially applied for the <br /> change of zone, Kamaoa Road had a pavement width of 10 feet. The road was subsequently <br /> <br /> widened by the Department of Public Works to a width of 16 feet. It is not recommended that <br /> <br /> the applicant be further responsible for widening Kamaoa Road, therefore, a condition is not <br /> included regarding this matter." <br /> The subject property is located on the northwest side of Kamaoa Road, approximately 3,000 feet <br /> <br /> northwest of the Mazk Twain Subdivision (A-la with 20,000 squaze foot lots), and Discovery <br /> <br /> Hazbor Subdivision (A-la with 14,000 squaze foot lots), Kiolakaa-Keaa Homesteads. <br /> The subject property, owned in fee by the applicant, is rectangular in shape, and is vacant of any <br /> <br /> uses. The applicants intend to subdivide the pazcel into four 5.1 acres lots. The parcel is readily <br /> <br /> accessible and is suitable for a more intensive agricultural use, with no topographical limitations <br /> on the subject pazcel. <br /> PC Report 115 <br /> <br />
