Arakaki, Chairman <br /> and Members of the County Council <br /> Page 4 <br /> <br /> <br /> Surrounding parcels are zoned A-20a and State Land Use Agricultural zoned <br /> district. On June 9, 1994 one parcel along the north side of Mamalahoa Highway was <br /> rezoned from A-20 to A-3a. Surrounding land uses include various single-family <br /> residential and agricultural uses. The property is located approximately 3,000 feet <br /> northwest of the Mark Twain subdivision zoned A-la with 20,000 square foot lots and <br /> Discovery Harbor subdivision zoned A-la with 14,000 square foot lots. Therefore, a <br /> favorable recommendation of this change of zone request will be consistent with the <br /> surrounding land use pattern already established within this portion of Kau. <br /> <br /> Access to the site is provided by Kamaoa Road, a two-lane County roadway, <br /> which has right-of-way widths that vary between 25 to 40 feet with a 16 to 18-foot <br /> wide pavement. The Department of Public Works has recommended that Kamaoa <br /> Road be paved to a width of 20 feet. At the time the applicant initially applied for the <br /> change of zone, Kamaoa Road had a pavement width of 10 feet. The road was <br /> subsequently widened by the Department of Public Works to a width of 16 feet. It is <br /> not recommended that the applicant be further responsible for widening Kamaoa Road, <br /> therefore, a condition is not included regarding this matter. <br /> <br /> Water is presently available for the proposed subdivision development and the! <br /> applicants have paid their water commitments. However, the Department of Water <br /> Supply has stated that should the water commitment expire, water will no longer be <br /> available to the subject property. All other essential utilities and services are or will be <br /> made available to support the proposed development. <br /> <br /> Based on the above findings, approval of the Change of Zone request from <br /> Agricultural-20 acres (A-20a) to Agricultural-5 acres (A-5a) zoned district would result <br /> in an appropriate land use pattern that will further the public necessity and convenience <br /> and the general welfare. <br /> <br /> For your favorable consideration, an amendment to Section 25-8-28, the Ka'u District Zone <br /> Map, of the County Zoning Code is transmitted. <br />
