HECHINGER <br /> CHANGE OF ZONE APPLICATION (REZ 85-23) <br /> <br /> STANLEY L. AND LORRAINE H. HECHINGER, have submitted an application <br /> <br /> for Change of Zone by changing the district classification from Agricultural (A-20a) to <br /> Agricultural (A-5a), for approximately 20.37 acres of land. The property is located on the <br /> <br /> northwest side of Kamoa Road, approximately 3,000 feet northwest of the Mark Twain and <br /> Discovery Harbor Subdivisions, Kiolakaa-Keaa Homesteads, Ka'u, Hawaii TMK: 9-4-3:58. <br /> <br /> GENERAL INFORMATION <br /> 1. Ownership: Stanley and Lorraine Hechinger are the owners of the subject property. <br /> <br /> BACKGROUND INFORMATION <br /> 2. Original Submittal: The application was originally submitted in April 1985. The <br /> <br /> Planning Director issued a favorable recommendation with conditions. The public <br /> hearing held on December 2, 1985 was continued to allow the consultant an <br /> <br /> opportunity to confer with the applicant on the required conditions. In particular, a <br /> <br /> condition would have been included, that would have required the applicant to pave <br /> Kamaoa Road to a width of 20 feet. By letter dated January 29, 1998, the applicant <br /> <br /> confirmed their intent to continue with the application. <br /> 3. Subsequent Development: Subsequent to the first public hearing, Kamaoa Road has <br /> <br /> been paved by the Department of Public Works to a width of 16 feet. Numerous <br /> correspondences have occurred between the applicant, Planning Department and <br /> <br /> Department of Public Works, and are attached accordingly. <br /> PROPOSED DEVELOPMENT <br /> <br /> 4. Request: The applicants intend to subdivide the 20.37 acre parcel into four 5.1 acre <br /> lots. <br /> <br /> 5. Objectives: "We feel that there is a need for Agricultural parcels of 5 acres for family <br /> <br /> oriented Supplemental Income endeavors in Macadamia or Avocado Orchards, <br /> <br /> <br /> ATTACH.
