B Regen0l . emm-03\23\98 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />REGENCY PACIFIC, INC. <br />STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 98-1) <br />CHANGE OF ZONE APPLICATION (REZ 98-2) <br />I ICE PERMIT APPLICATION RUSE 98-1) <br />REGENCY PACIFIC, INC., has submitted applications for a State Land Use <br />Boundary Amendment from an Agricultural to Urban District for approximately 1. 19 acres of <br />land, a Change of Zone by changing the district classification from Double -Family Residential <br />(RD -3.75) and Agricultural (A -5a) to Multiple Family Residential (RM -1) for approximately <br />5.213 acres of land and a Use Permit to allow for the development of a 129 -unit assisted living <br />facility and related improvements. The property is located on the east side of Hualalai Road, <br />adjacent and south of the Keopu Flood Channel and across of the Hualalai Center, Hienaloli <br />2nd, North Kona, Hawaii, TMK: 7-5-10:15. <br />1. Land Ownership: Gomes Family Limited Partnership is the owner of the subject <br />property. They have authorized the filing of these applications. Regency Pacific, Inc., <br />has an agreement to purchase the property through a Limited Liability Company (LLC) <br />and operate the facility. <br />2. Request: The applicant wishes to develop a 129 -unit assisted living facility and related <br />improvements. The application is for approximately 5.213 acres to be rezoned from <br />Double -Family Residential (RD -3.75) and Agricultural (A -5a) to Multiple Family <br />Residential (RM -1). The parcel presently has two State Land Use designations <br />Agricultural and Urban. The application for the State Land Use Boundary Amendment <br />is required for the 1.19 acres of land in the agricultural district to urban district. <br />3.
