Kona Regional Plan: The Kona Regional Plan recommends a residential density of 10 <br />units per acre (RES -10). <br />10. County Zoning: The mauka portion is Agricultural -5 acres and the makai portion is <br />zoned Double Family Residential (RD -3.75). <br />11. Kailua Village Design Plan: The parcel is located within the Kailua Village Design <br />District. On March 31, 1998, the Kailua Village Design Commission recommended <br />approval of the applications subject to the conditions that prior to any land alteration <br />activity, a Data Recovery Plan and Preservation Plan be prepared for the review and <br />approval by the Planning Director in consultation with the Department of Land and <br />Natural Resources -Historic Preservation Division, if required. <br />12. Subject Property: The subject property is an irregular-shaped lot of approximately <br />5.213 acres. The site is presently vacant. The site is flat with a 6% slope from <br />Hualalai Road up to the eastern boundary of the property. The site has been recently <br />grubbed and the annual rainfall is approximately 40 inches. There are no structures on <br />the property other than badly damaged portions of the Great Wall of Kuakini that will <br />be left undisturbed and in place. <br />14. Flora\Fauna Resources: The site has been used for the grazing of cattle for decades <br />and has been recently grubbed. The only vegetation remaining on the property are a <br />few Keawe trees along the frontage with Hualalai Road and some alien grasses under <br />trees and near the remnants of the Kuakini Wall.
