APPLICATION FOR STATE LAND USE BOUNDARY <br />AMENDMENT <br />Agricultural District to Urban District <br />Tax Map Key (3) 7-5-10:15 portion <br />1.19 acres of 5.213 acre parcel <br />Hienaloli 2nd, North Kona, Island of Hawaii, Hawaii <br />A. SUBJECT REQUEST <br />Details of Proposed Use/Development <br />a. The applicant, Regency Pacific, Inc., is proposing to develop an <br />Assisted Living Facility with 129 units on the subject property at <br />Hienaloloi 2nd, North Kona, Hawaii. <br />b. The applicant desires to have 129 units in this facility and therefore <br />needs to request a change of zone to accommodate the desired density. <br />The applicant is simultaneously requesting a State Land Use boundary <br />amendment for the portion of this parcel (1.19 acres) that is in the <br />agricultural district. A Use Permit is also.being sought to allow the <br />development and operation of this Assisted Living Facility. With the <br />concurrence of the Planning Director, these three permits are being <br />sought simultaneously and are all included in this booklet. <br />c. The purpose for this facility is to provide assistance for an independent <br />way of life to those people experiencing some degree of frailty or need <br />in the daily activities of their lives. <br />d. The subject site is 5.213 acres and the floor area of the living facility <br />will be approximately 90,000 square feet. <br />e. The cost of the facility will be in excess of $10,000,000 and is expected <br />to take 12 months to construct. <br />f. It is anticipated that there will be 180 residents and 36 to 40 employees <br />at the facility. This is a residential facility operating 24 hours per day <br />and 365 days a year. <br />g. Traffic and parking impact studies conducted by American Seniors <br />Housing Association determined that the requirement for resident <br />parking in an assisted living facilities is on average 0.22 stalls per unit <br />or 28 units for a 129 unit project. In addition there will be stalls <br />provided for employees, visitors and delivery services. A mini -van <br />shuttle will be available for the residents as well. <br />h. Access to the site will be from a single point on Hualalai Road. There <br />will be a minimal increase in traffic as a result of this project. Very few <br />of the residents will own or operate their own motor vehicle. The <br />study by the American Seniors Housing Association confirmed that <br />assisted living facilities do not generate traffic. The 36 to 40 employees <br />
