8. The approval of the reclassification from the Agricultural District to the Urban <br />District will not be violative of Section 205-2, Chapter 205 Hawaii Revised <br />Statutes, nor will it be inconsistent with the Land Use Commission Rules or the <br />Hawaii State Plan. <br />9. According to the Land Use Commission Rules, one of the standards for <br />considering an area for urban reclassification states that "In determining urban <br />growth for the next ten years, or in amending the boundary, lands contiguous <br />with existing urban areas shall be given more consideration than non- <br />contiguous land, and particularly when indicated for future urban use on state: <br />or county general plans." The subject property does conform to this standard <br />as it is completely surrounded by urban land and the area is designated for <br />urban, residential and commercial uses by all state and county development <br />plans, including the County General Plan, Kona Regional Plan and the Kailua <br />Village master plan. <br />10. The reclassification action would also achieve the following goals, objectives <br />and/or policies in the Hawaii State Plan: <br />Achieve a strong, viable economy, characterized by stability, diversity and growth <br />that enables the futfillment of the needs and expectations of Hawaii's present and <br />future generations. <br />Encourage urban developments in close proximity to existing services and <br />facilities. <br />C. PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL SETTING OF <br />THE PROPERTY AND SURROUNDING AREA <br />Physical CharacteristicvEnvironmental Setting <br />11. The property is bounded on the north by the County's Keopu flood channel <br />improvement, the south by vacant property zoned RM, the east by the Keopu <br />flood channel and to the west by Hualalai Road. The property is located just <br />east of Kuakini Highway in the ahupuaa of Menaloli 2", North Kona, more <br />specifically identified as Tax Map Key (3) 7-5-10:15. The site is flat with a 6440 <br />slope from Hualalai Road up to the eastern boundary of the property. The site <br />has been recently grubbed and the annual rainfall is approximately 40 inches. <br />There are no structures on the property other than badly damaged portions of <br />the Great Wall of Kuakini that will be left undisturbed and in place. <br />12. Lava Hazard Zone: The entire island is subject to geologic hazards, especially, <br />lava flows and earthquakes. The United States Geological Survey (USGS) <br />classifies this area, which is on the slopes of dormant volcano Hualalai, as Lava <br />Flow Hazard Zone 4, on a scale of ascending risk 9 to 1. Less than 15 percent <br />of the ground surface within Zone 4 has been covered by lava within the last <br />750 years. <br />13. Distance from coastline: The property is approximately one-half mile from <br />Kailua Bay. <br />
