Attain safe, sanitary, and livable housing for the residents of the County of <br />Hawaii. <br />Attain a diversity of socio-economic housing mix throughout the different parts of <br />the County. <br />Ensure that housing is available to all persons regardless of age, sex, marital <br />status, ethnic background, and income. <br />The construction of specially designed facilities for elderly persons needing <br />institutional care and for active elderly persons shall be encouraged. <br />Accommodate the housing requirements of the special need groups including the <br />elderly, handicapped and those residents living in rural areas of the County. <br />The application for this change of zone is consistent with goals, policies and <br />standards of the Land Use Element of the General Plan that states: <br />Designate and allocate land uses in appropriate proportions and mix and in <br />keeping with the social, cultural, and physical environments of the County. <br />Allocate appropriate requested zoning in accordance with the existing or <br />projected needs of neighborhood, community, region and County. <br />To provide for multiple residential developments that maximize convenience for <br />its occupants. <br />To provide for suitable living environments which accommodate the physical <br />social, and economic needs of the island residents. <br />4. General Plan Designation: The General Plan Land Use Pattern Allocation <br />Guide (LUPAG) classifies this parcel as Medium Density. This designation <br />would allow for village and neighborhood commercial, residential and related <br />functions (3 -story commercial; residential up to 35 units per acre provided <br />applicable goals, policies and standards are met.) The proposed project would <br />be consistent with this designation. <br />5. Zoning: The subject property has 4.023 acres that are zoned RD -3.75 and <br />1.19 acres zoned A -5a. This booklet contains the request to change the zone <br />to RM- l for the entire 5.213 acres. <br />6. Community Development Plan: The Kona Regional Plan designates the <br />subject parcel for Residential use. This area is within the Kailua Village <br />Special District and the master plan for this area designates it for Commercial - <br />Residential mix. The proposed use is consistent with this designation. <br />7. Special Management Area: The project site is not within the County of <br />Hawaii's Special Management Area (SMA). <br />
