RE: Communication No. 782 /Bill No. 272 Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations. to which was referred Communication No. 782 and attached Bill No. 272, reports as follows: The purpose of Bill No. 272 is to amend Chapter 24, Article 8. Division 5. ofthe I Iawai'i County Code 1983 (1995 edition), relating to Vehicles and Traffic, by clarifying the Director of Public Works authority to regulate the following: parking at the new Aupuni Center facility: parking at other county facilities. public off-street parking, employee parking and regulations: and permits for special events. Communicati<» i No. 782 is from Dennis Lee, Director. Department of Public Works, dated October 10, 2002, transmitting the above bill for the Council's review and consideration. At today~s meeting, members of the committee questioned the citing and applicability of Hawaii Revised Statutes Chapter 91 D, administrative Procedures, as well as the need to expand the director's current authority. During discussion, h~an "I~origoe, Deputy Corporation Counsel from the Office of the Corporation Counsel, informed this committee that currently and without the enactment of the proposed legislation, this authority rests wide the Council. A motion to approve Bill No. 272 resulted in a tic vote (.-ayes and 3-noes).
