REPORT OF THE COMMITTEE ON PUBLIC WORKS & INTERGOVERNMENTAL RELATIONS DATE: Apri120, 2004 PLACE: Councilroom TIME: 9:03 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 RE: Communication No. 782/Bill No. 272 (2002) Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 782 and attached Bill No. 272, reports as follows: Communication No. 782 and attached Bill No. 272 is from Dennis K. W. Lee, Director of Public Works, dated October 10, 2002, submitting for approval authorization of the Director of Public Works to regulate parking at County facilities. The purpose of Bill No. 272 is to clarity the Director of Public Works' authority to regulate parking at County facilities. According to Communication No. 782, authority to regulate parking is to include: 1) The new Aupuni Center facility; 2) Parking at such facilities to include public off-street parking, employee parking and special parking; 3) Authority to establish employee parking regulations; and 4) Authority to issue special permits for special events. For informational purposes, according to the Public Works and Intergovernmental Relations Committee (PWIRC) Report 5, the motion to approve Bill 272 resulted in a tie vote (3 ayes/3 noes/3 absent & excused) and pursuant to Council Rules, Bill 272 was referred to Council without recommendation on December 17, 2002. The Council subsequently referred Bill 272 back to the PWIRC on January 8, 2003.
