REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: September 14, 2004 <br />PLACE: Council Chambers <br />TIME: 10:05 a.m. <br />Re: Comm. No. 744/Res. No. 234-04 <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 234-04, reports as follows: <br />Resolution No. 234-04, transmitted jointly with Bill No. 316 by Director of Finance <br />William Takaba. via Communication No. 744, dated September 1, 2004, authorizes the Office of <br />the Mayor to enter into an agreement with the State of Hawaii Department of Health for the <br />Beverage Container Deposit Law Demonstration Project grant. <br />The State of Hawaii Department of Health (DOH), through the Environmental Protection <br />Agency. has authorized a $3,000 grant to the Department of Environmental Management for the <br />beverage container deposit law demonstration project. These funds, derived from an <br />Environmental Protection Agency Federal grant, will be used to contract a vender to coordinate <br />and host the temporary redemption center(s) and to pay redemption fees to residential patrons for <br />the purpose of promoting public awareness of the Beverage Container Deposit Law. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent <br />of the council to enter into agreements with the federal or state governments respecting action to <br />he taken pursuant to any of the powers granted by law to fiurnish, expend and receive auy funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />During its discussion.
