REPORT OF THE <br />COMMITTEE ON PUBLIC WORKS & <br />INTERGOVERNMENTAL RELATIONS <br />DATE: <br />PLACE: <br />TIME: <br />October 5, 2004 <br />Councilroom <br />9:04 a. m. <br />RE: Communication No. 766/Bill No. 324 <br />Chair and Members <br />Hawai `i County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 766 and attached Bill No. <br />324, reports as follows: <br />Communication No. 766 and attached Bill No. 324 is from Thomas Brown, Transit Administrator, dated August 9, 2004, proposing <br />amendments to Section 18 ofthe Hawaii County Code to allow the transit administrator to establish promotional bus fares for a temporary <br />period and to designate a Kona district transportation free zone. The purpose of Bill No. 324 is to amend Section 1. Chapter I $ Article 4, <br />Division I, Section 18-9Q, (Fares), of the Hawaii County Code 1983 (1995 edition), by adding a new subsection to read as follows: <br />(g) Promotional fares. The Transit Administrator may establish fares on a temporary basis for a period not to exceed 90 (ninety) <br />calendar days for bus routes and services. <br />(h) Kona district transportation free zone. <br />(I) The purpose of this subsection is to assist in alleviating traffic congestion in [he Kona district. <br />(2) The Kona district between Kealia (Fujihara Store), and Kalaoa (Makalei Golf Course Road), shall be a transportation free <br />zone. Riders boarding and alighting any public transit vehicle operated by the County of Hawaii or its designee within <br />the two areas shall ride free of charge. <br />(3) The transportation free zone shall not apply to County contracted shared-ride taxi services, County operated curb to curb <br />van services, or County operated non-scheduled bus services. <br />(4) This subsection shall terminate two years after approval. Prior to its termination, the Transit Administrator shall report to <br />the Hawaii County Council on the impact of its implementation. <br />Your Committee discussed options for amending the proposed legislation to allow designation of additional "transportation kokua zones", <br />rather than "transportation free zones", in other districts with traffic congestion or economic problems. One option discussed by Chair <br />Safarik is to allow the transit administrator to designate the transportation free zones for one year with a requirement [hat the transit <br />administrator deliver a progress report [o the Council within one year.
