REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: October 19, 2004 RE: Communication 560/Bill No. 248 <br />PLACE: Councilroom <br />TIME: 9:08 a.m. <br />Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 560 and Bill No. 248, <br />transmitted by Mayor Harry Kim, dated February 23, 2003, regarding a change of zone request by <br />Western United Life Assurance Company, at South Hilo, Hawaii, TMK: 2-3-44:19, 2-3-49:53 and 2-3- <br />37:1 reports as follows: <br />Bill No. 248 seeks to amend Section 25-8-33, Article 8, Chapter 25 (Zoning Code) of the Hawaii County <br />Code, by changing the District Classification from Agriculture I-Acre (A-la), Neighborhood <br />Commericial-40,000 square toot (CN-40), Single Family Residential-7,500 square foot and 10,000 square <br />foot (RS-7.5 and RS-10) and Open (O) to Project District for approximately 171.504 acres of land located <br />at South Hilo, Hawaii. <br />Communication No. 560 reports the Hawaii County Planning Commission, as required by the Hawaii <br />County Charter, Chapter 4, Section 6-4.3(C), considered the above application on February 6, 2004. At <br />this meeting, the Commission voted to approve the Planning Director's favorable recommendation on this <br />matter. Communication No. 560 also transmits the findings and recommendation of the Planning Director. <br />In synopsis, the Planning Director reports the following: <br />I . The applicant is requesting a Change of Zone from Agriculture I-Acre (A-1 a), Neighborhood <br />Commericial-40,000 square foot (CN-40), Single Family Residential-7,500 square foot and 10,000 <br />square foot (RS-7.5 and RS-10) and Open (O) to the Project District Designation for <br />approximately 171.504 acres. Map Exhibit "A" further delineates the parcel. <br />2. T'he proposed site is located on the mauka side of Komohana Street-Ponahawai Street Intersection <br />and makai of the Mohouli Street Extension in Ponahawai, South Hilo, Hawaii. The project site is <br />located across from the Ka Waena Lapaau Medical Center and between Komohana Street and the <br />Mohouli Street Extension. <br />3. According to the applicant, the objective of the project is to develop an urban residential <br />community that is self-sustaining, pedestrian-friendly and in harmony with the natural <br />environment The proposed project is to be called "University Terrace" and be developed as a <br />Project District. <br />4. A Project District may be established whenever the public necessity, convenience and the general <br />welfare require that a comprehensive planning approach for an area should be adopted. A Project <br />District is an amendment to Chapter 25, Zoning Code, which changes district boundaries within <br />the Project District. It may be established only if the proposed district is consistent with the intent <br />and purpose of Chapter 25, Zoning Code, the General Plan, and will not result in substantial <br />adverse impact upon the surrounding area, community or region. <br />A Project District is intended to provide for a flexible and creative planning approach rather than <br />specific land use designations. The planning approach establishes continuity in land uses and <br />designs while providing comprehensive networks of infrastructure facilities and systems. Varieties <br />of uses as well as open spaces and parks may be incorporated into [he objectives of each individual <br />Project District. <br />Report No. 117 <br />
