The mixed-uses proposed as part of this project include a total of 600 single-family and multi- <br />family residential units, commercial space office and retail space (±350,000 sf), up to 150 units of <br />transient accommodations and open space. Homes will be offered to sale beginning at <br />$350,000.000. A linear park inclusive of bicycle and pedestrian walkways and areas for active <br />recreational uses are also planned as part of this project. The applicant expects approximately a <br />10-year full build out period beginning in 2005 and ending in 2014. <br />Access to the site is proposed primarily from the Ponahawai Street extension, which would be <br />constructed by the developer prior to occupancy. The applicant has also proposed pedestrian <br />connections to the project site to existing side streets. <br />8. All utilities and services are or as part of this project will made available to the property. <br />9. The Director, with specific conditions, recommends favorable approval to the Change of Zone <br />based on the following findings: <br />• The request is consistent with the intent and purpose of the Economic and Housing elements <br />of the General Plan by providing both additional housing and employment varieties and <br />opportu n i[ies. <br />• The request is supportive of the Land Use element of General Plan. The current LUPAG <br />designation for the parcel is Urban Expansion Area (UEA) and Medium Density Urban. The <br />designation allows for a mix of uses including high, medium, low densities. The applicant <br />has proposed consistent uses as part of the Project District. <br />• The Project District application is in accordance with the Hawaii County Zoning Code, <br />Chapter 25. Zoning for the parcel includes Agriculture I-Acre, Commercial Neighbor, <br />Residential and Open. <br />• The State of Hawaii ALISH Map identifies the part of land for this project as "unclassified" <br />and a portion as "Prime Agricultural Land." The Land Use Study Bureau's Overall Soil <br />Rating identify the soils on the subject parcel as "C" or "Fair," "D" or "Poor," and as "E" or <br />"Very Poor." <br />• The approval of the Change of Zone Request will not be violative of Chapter 205A, Hawaii <br />Revised Statutes. The property is not situated within the Special Management Area. <br />• On the subject parcel, the Flood Insurance Rate Map (FIRM) identifies the Aleniao Stream <br />drainage channel as within the floodway or in Zone "AE". A secondary drainage-way located <br />in the middle portion of property is designated as within the special flood hazard area or in <br />Zone "A." As a result, the applicant has proposed open space and mitigation measures to <br />address the flood areas. Also no construction of residential or substantial buildings will be <br />allowed in these two areas. The remainder of the parcel is identified as in Zone "X" or outside <br />the 500-year flood plain. <br />
