REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: November 9, 20004 RE: Communication 825/Bill No. 360 <br />PLACE: Councilroom <br />TIMF,: I:00 p.m. <br />Chair and Members <br />Hawaii County Council <br />Kilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 825 and Bill No. 360, <br />transmitted by Mayor Harry Kim, dated October 15, 2004, regarding a Change of Zone request <br />application by Glenn Ahuna, at Waiakea, South Hilo, TMK: 2-2-21:30 reports as follows: <br />Bill No. 360 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 <br />(Zoning Code), Hawaii County Code by changing the District Classification from Single Family <br />Residential ] 0,000-square feet (RS-10) to Residential-Commercial Mixed Use 10,000-squaze <br />feet (RCX-10) for approximately 9,367 square feet. <br />Communication No. 825 reports the Hawaii County Planning Commission, as required by the <br />Hawaii County Charter, Chapter 4, Section 6-4.3(C), considered the above request on <br />September 16, 2004. At this meeting, the Commission concurred with the Planning Director's <br />favorable recommendation for your approval of this matter. Communication No. 825, in <br />synopsis, also reports the Planning Director's findings and recommendations as the following: <br />The applicant, Glenn Ahuna, is requesting a Change ofLone from Single Family <br />Residential 10,000-square feet (RS-] 0) to Residential-Commercial Mixed Use ] 0,000- <br />square feet (RCX-l0) for approximately 9,367 square feet. The applicant is the owner of <br />property. <br />The property is located along the south side of Mohouli Street. There exists a dwelling <br />on the site. Map Exhibit "A" further delineates the subject parcel. <br />The applicant is requesting the Change of Zone in order to convert the existing dwelling <br />into a business, with four stalls. Specifically, an Engineering Consultant Services office. <br />The applicant also reports that there is the possibility that a new structure may be <br />constructed on the site in the future. Total improvements to the site are estimated at <br />$25,000.00 <br />4. Access to the site is proposed through the existing Mohouli Street access. The applicant <br />intends to make necessary improvements along the portion of the roadway, which fronts <br />this property. <br />5.
