This Federal government Initiative proposes new uses for contaminated sites <br /> by targeting the end use In the process of remediation. An example of this-W HDR--._--_. - <br /> Englneering's Brooklyn Navy'Yard project in New York This is a new national trend in <br /> site redevelopment which attempts to deal with abandoned industriaVoommerdai sites <br /> which remain unused because of perceived environmental problems. <br /> This changes the current EPA Superfund approach of cleaning up with no end use in <br /> mind, which Is now viewed as inefficient and of no value. The "brownfields <br /> redevelopment"-approach would focus sits remediation on the highest potential real <br /> estate value: the driving forces would be to increase economic growth, tax bases. and <br /> properly values, as well as to create jobs in areas with severely contaminated <br /> abandoned industriaVeommercial sites. This new initiative evolved from the "rust beh" <br /> States. <br /> There Is a pilot Federal brownfieids program where EPA Is partnering with State and <br /> local communities to clean up the health risk base with targeted and uses. Project <br /> - - -funding for State programs are available (HawaN is one of the states-which-cart qualify <br /> for this program). Public/private partnerships are encouraged. waterfronts, which are <br /> high-use transportation facilities, are seen as particularly valuable targets for commercial <br /> redevelopment possibilities. <br /> Mother successful example cited was the Carolina Panthers (National Football League) <br /> stadium site, previously an old Iron works site where clean-up standards were consistent <br /> with the end use in mind.
