Griffin <br /> <br /> 401 Kulana Road <br /> fill 7 17 Hilo, HI 96720 <br /> <br /> „r • •.,aII March 13, 1Q95 <br /> <br /> <br /> <br /> Hawaii County Councilman Childs, <br /> <br /> Regarding Wainaku Congregation of Jehovah's Witnesses (WCJW) <br /> request for amendment to condition B of Ordinance No. 90-144 <br /> <br /> <br /> The County Council Planning Committee will be discussing the <br /> rezoning of TMK 2-7-38-3 on Thursday, March 16, 1995. 1 hope to be there <br /> to voice my objections to the rezoning and explain to the committee why <br /> the request for amendment to condition B of ordinance no. 90-144 should <br /> be DENIED. However, if circumstances should prevent me from attending <br /> <br /> the meeting, I would like the committee to understand that the neighbors <br /> of the WCJW do NOT support their proposal to rezone and sub-divide their <br /> property. <br /> <br /> The Jehovah's Witnesses Congregation was given the approval for <br /> rezoning subject to meeting a one year deadline. They have missed their <br /> <br /> deadline by more than two and a half years. This is not an insignificant <br /> technicality. The failure to meet all criteria of the rezoning should not <br /> be viewed as trivial. The housing and zoning situation in Hawaii County <br /> has changed over the past few years and decisions made a half decade <br /> ago may not be assumed to be in the best interest of the County in 1995. <br /> <br /> <br /> The County Department of Water supply stated in January 1990 that <br /> there was no water available to a sub-divided lot at TMK 2-7-38-3. The <br /> County Planning Commission recommended denial of the rezoning in 1990 <br /> because of the lack of water. In September 1990, the Department of <br /> Water Supply wrote a letter to Russell Kokobun, then Chairman of the <br /> County Council, stating that the WCJW could have an additional water <br /> <br /> meter for a sub-divided lot. No improvements were made to the Paukaa <br /> water supply infrastructure in this time. It appears that the WCJW put <br /> pressure on the Department of Water supply to change what was originally <br /> a sound decision. The community of Paukaa does not have adequate water <br /> supply.
