Under this lease, between the County of Hawai'i and <br /> the Kadooka family, the County will be allowed to construct a vehicle turnaround (u-turn) area, to be <br /> partially within the existing road right-of-way and partially within the requested leased area of their <br /> property. <br /> This proposal will help to provide; <br /> 1. A turnaround area for vehicles on both ends of town. This would allow vehicles to safely "u-turn", to <br /> head back into town, when the Department disallows left-turn movements and on-street parking, <br /> during certain periods of the day. Disallowing left-turn movements and on-street parking will aid in <br /> allowing smoother traffic flow. <br /> 2.
