REQUEST: <br /> <br /> Resolution to allow the Department of Public Works to enter into a multi-year lease agreement, for the <br /> construction of a vehicle turnaround (u-turn) area. This lease will be between the County of Hawaii and the <br /> Kadooka family, for the use of a portion (approximately 2,480 sq.ft.) of the parcel identified as TMK: (3)7-9- <br /> 009:018, in Kainaliu, North Kona, Hawai'i. <br /> <br /> <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The Department has negotiated with the property owners, and settled upon a multi-year lease agreement to <br /> allow the construction of a vehicle turnaround area, to be partially within the existing road right-of-way and <br /> partially within the requested leased area of their property. This proposal will help to provide; <br /> 1. A turnaround area for vehicles on both ends of town. This would allow vehicles to safely "u-turn", to <br /> head back into town, when the Department disallows left-turn movements and on-street parking, <br /> during certain periods of the day. Disallowing left-turn movements and on-street parking will aid in <br /> allowing smoother traffic flow. <br /> 2.
