The Site meets the standards for commercial zoning: <br /> <br /> o The proposed use will maintain the quality of the present environment- it is not a noxious <br /> use (i.e, not noisy, no odor emissions, not a 24-hour operation), and would therefore not <br /> intrude on the residential neighbors. <br /> <br /> o The Site is conveniently located in proximity to downtown employees and businesses, who <br /> would be the primary customers. <br /> <br /> o The Site's topography is reasonably level. <br /> o The Site is located in the center of Hilo, the most convenient location for its employees. <br /> <br /> PUBLIC UTILITIES' <br /> <br /> Goals: <br /> <br /> • Ensure that adequate, efficient and dependable public utility services will be available to users. <br /> <br /> • Maximize efficiency and economy in the provision of public utility services. <br /> Policies: <br /> <br /> • Provide utilities and service facilities which minimize total cost to the public and <br /> effectively service the needs of the community. <br /> <br /> • Improvement of existing utility services shall be encouraged to meet the needs of users. <br /> • Encourage the clustering of developments in order to reduce the cost of providing utilities. <br /> <br /> Discussion: Since the Site is already adequately served by water, wastewater, and electrical/telephone <br /> facilities, the Site would not require any expenditure of public funds to provide the necessary public utility <br /> services.
