Small businesses play an important <br /> role in the diversity, stability, and employment base of the County's economy. The rezoning would <br /> promote the economic climate to support small businesses. <br /> <br /> 3 PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL SETTING OF THE <br /> PROPERTY AND SURROUNDING AREA <br /> <br /> 3.1 Physical Characteristics/Environmental Setting <br /> <br /> Existing Use/ClimatelTopography/Lot Shape: The Site is currently vacant; the dwelling previously <br /> on the Site has been sold and moved. The Site is located at an elevation of approximately 30' above mean <br /> sea level. The area receives an average rainfall of 135" annually. The Site is relatively level. The lot is <br /> rectangular with a street frontage along Mohouli Street of 113.85'. <br /> Lava Hazard Zone: The United States Geological Survey classifies the area as Lava Flow Hazard <br /> Zone 3, on a scale of ascending risk of 9 to 1.6 <br /> <br /> Distance from Coastline: The distance to the nearest point of Waiakea Pond is approximately <br /> 1000'. <br /> <br /> ALISH: urban <br /> <br /> SCS Soil Type: The soil is Keaukaha extremely rocky muck, 6 to 20% (rKFD).' This soil type <br /> consists of well-drained, thin 1') organic soils overlying pahoehoe lava bedrock. Runoff is medium, <br /> erosion hazard slight, and shrink-swell potential high (although these soils are usually moist, when dried <br /> they have high shrinkage but low swelling potential). This soil type is widespread throughout downtown <br /> Hilo. <br /> <br /> Land Study Bureau Soil Rating: urban <br /> <br /> Flood Insurance Rate Map (FIRM) Designation: The Flood Insurance Rate Map designates the Site <br /> <br /> 'Heliker, C. Volcanic and Seismic Hazards on the Island of Hawaii.
