ORGANIZATIONAL STRUCTURE <br />The Department of Public Works is comprised of six functional divisions -Administration, <br />Engineering, Building, Highway Maintenance, Traffic Services and Automotive - of which the <br />Administration, Engineering and Building Divisions are pertinent to this audit.4 <br />The Administration Division is specifically responsible for: <br />• General direction, supervision, coordination and control of the administration and <br />operation of the Engineering, Building, Highway Maintenance, Traffic Services and <br />Automotive Divisions. <br />• Administration and enforcement of all applicable chapters of the Hawaii County Code <br />and the Building, Electrical and Plumbing Codes, and all ordinances and statutes related <br />to these areas. <br />• Coordination of the fiscal, procurement and personnel activities of the department and <br />construction and consultant contract procurement, administration and reimbursement, <br />when applicable. <br />The Administration Division has 23 budgeted positions for FY 2007- 2008, including the <br />Director and Deputy Director positions. <br />The Engineering Division is divided into the following areas of functional responsibility: <br />Administration Section: <br />^ General supervision and administrative/clerical support for the Division. <br />^ Implementation of civil engineering (non-building) projects and programs using <br />county, state and federal funds. <br />^ Supervision and coordination of all land acquisition activities for the Department. <br />Land Surveying Section: <br />^ General land surveying services including topographic and boundary studies, <br />production of parcel maps and descriptions for the County, and review of <br />privately generated survey maps and descriptions. <br />^ Inventory/file maintenance of all County road and drainage right-of ways and <br />DPW parcels. <br />^ Inventory/file maintenance of all survey records generated by the County. <br />^ Resolution of survey issues and complaints related to County facilities such as <br />road encroachments. <br />^ Provision of County mapping and survey information to the public. <br />• Regulatory Review Section: <br />a Source: Hawaii County FY 2007-2008 Operating Budget Proposal, Part I, Volume~ll, Pages 260-273. <br />9 <br />
