^ Implementation and enforcement of regulatory requirements under 1-lawai`i <br />County Code chapters 10 (Erosion and Sedimentation Control), 22 (County <br />Streets) and 27 (Flood Control). <br />• Provision of comments/opinions to the Planning Department on land use related <br />matters such as subdivision, rezoning and variance applications and SMA, use <br />and special permits. <br />^ Investigation and resolution of regulatory complaints. <br />^ Review and approval of all private construction plans (except building permit <br />plans), traffic reports, flood studies, environmental documents, etc. related to the <br />interests and regulatory authority of the Department. <br />Design and Investigation Section: <br />^ Planning, design and construction for civil engineering (non-building) County <br />capital improvement projects. <br />^ Investigation and resolution of roadway, drainage and other related complaints. <br />^ Drafting services for County projects. _ <br />Construction Inspection Section: <br />^ Inspection services for civil engineering (non-building) County capital <br />improvement projects, private subdivision and development construction, and the <br />following regulated activities and programs: <br />o Grading, grubbing and stockpiling work (Hawai`i County Code chapter <br />10). <br />o Construction within the County rights-of--way (Hawai`i County Code <br />chapter 22). <br />o Federal Highway Administration (FHWA) National Bridge Inspection. <br />The Engineering Division has 37 budgeted positions for FY 2007- 2008: <br />Civil Engineering ...........................................................................15 <br />Engineering Aides .......................................................................... 2 <br />Engineering Drafting ........................................................................ 3 <br />Construction Inspection ...................................................................1 1 <br />Land Surveying .............................................................................. 3 <br />Permit Clerks ................................................................................ 3 <br />The Building Division is responsible for: <br />• Planning, design, procurement and construction management of County facilities. <br />• Administration and enforcement of building, plumbing and electrical codes, sign and <br />outdoor lighting ordinances, and energy efficiency standards. <br />• Residential and commercial plan reviews for all building, electrical and plumbing <br />permit applications for compliance with current applicable standards and codes. <br />• Janitorial and grounds maintenance of County facilities. <br />• In-house building maintenance services including routine carpentry, electrical, <br />painting and plumbing for County facilities. <br />• Assistance to the Highway Maintenance Division for repair of timber bridges. <br />10 <br />
