S. The proposed land use, including buildings, structures and facilities, shall be compatible with <br />the locality and surrounding areas, appropriate to the physical conditions and capabilities of the <br />specific parcel or parcels. The low-key, gravel emergency road will connect two existing roads <br />in an area of residential and park uses and will be compatible with the surroundings. <br />6. The existing physical and environmental aspects of the land, such as natural beauty and open <br />space characteristics, will be preserved or improved upon, whichever is applicable. Although <br />some kiawe trees will be removed from the dense tangle of kiawe behind Puako, the project will <br />not affect open space characteristics or natural beauty in any way. <br />7. Subdivision of land will not be utilized to increase the intensity of land uses in the <br />Conservation District. Subdivision of the State land maybe necessary to create the easement, <br />but no intensification of use will occur. <br />8. The proposed land use will not be materially detrimental to the public health, safety and <br />welfare. The project is meant to enhance public safety and welfare by providing a severely <br />needed emergency road. <br />Is the proposed use consistent with the objectives of the subzone of the land in which the use <br />will occur? <br />HAR Title 11 specifies the intended uses of particular subzones. The General subzone generally <br />is inclusive of uses specified for other subzones, and as such, the proposed use would be <br />considered a P-6 Public Purpose Use, being an emergency transportation system undertaken by a <br />non-governmental entity which benefits the public and is consistent with the purpose of the <br />conservation district (HAR Section 13-5-22). This use would require a board permit. <br />HAR Section 13-5-14 specifies: <br />(a) The objective of this subzone is to designate open space where specific conservation <br />uses may not be defined, but where urban use would be premature. <br />(b) The (G) subzone shall encompass: <br />(1) Lands with topography, soils, climate, or other related environmental factors <br />that may not be normally adaptable or presently needed for urban, rural, or <br />agricultural use; and <br />(2) Land suitable for farming, flower gardening, operation of nurseries or <br />orchards, grazing; including facilities accessory to these uses when the facilities <br />are compatible with the natural physical environment. <br />(c) Land uses permitted in the General (G) subzone are restricted to those listed in section <br />13-5-25. <br />The objective of the general subzone is to designate open space where specific conservation uses <br />may not be defined, but where urban use would be premature. Use for an emergency road does <br />not detract from this objective. <br />Does the proposed land use comply with provisions and guidelines contained in Chapter 205A, <br />Hawaii Revised Statutes (HRS), entitled "Coastal Zone Management," where applicable? <br />Conservation District Use Application, Puako Emergency Road <br />5 <br />
